In 2007, the POST Commission approved the Instructor Development Institute (IDI) to develop professionalism in the delivery of law enforcement instruction. The IDI process provides a standardized, multi-level, multi-track program to achieve a holistic approach to instructor development. Each course is grounded in contemporary adult learning methodologies, critical thinking, facilitation and course design skills. These courses provide the foundational skills to be an effective and influential instructor in the any training environment, whether that be within an academy setting, in-service training, roll call briefing, field training, dispatch training or advanced officer training course. The IDI program levels build on each other, focused on ensuring the knowledge and skills required of today’s public safety trainer are prioritized. In addition to individual instructor skill development, this program is also designed to be a leadership program. Students attending this program will develop the skills to mentor, coach and develop their students as well as other instructors. Students within the program will be able to enhance and support agency training, identity training gaps and effectively redesign training to address issues in real time, as well as effectively document training for agency sustainability, risk reduction management and succession planning.
Effective public safety training is crucial to an agency’s ability to prepare qualified officers and dispatchers to serve our communities. An investment into the professionalism and caliber of instructors and training curriculum is tantamount to an agency’s success, internally and externally.

IDI Level 1 – Basic Instructor Level
This is the introductory and foundational level of the IDI Program. Depending on the environment where an instructor will be training, students may enter the program by taking any one of the courses listed below. These courses may be offered regionally or through your agency. Certification at the Basic Instructor Level includes successful completion of one of the following courses:
- Basic Instructor Course – CLICK HERE TO REGISTER – This is course is open to all public safety trainers, but primarily designed for those teaching within a field training program, in-service training or advanced officer/dispatch training
- Academy Instructor Certification Course (AICC) – CLICK HERE TO REGISTER– This is course for public safety trainers teaching at the academy based on POST Regulation 1009(c)(4).
- ICI Instructor Course (ICII) – CLICK HERE TO REGISTER – This course is for public safety trainers specifically teaching within the POST Institute of Criminal Investigations (ICI) based on POST Regulation 1070.
IDI Level 2 – Intermediate Instructor Level
This is the Intermediate Level of the IDI Program. This course is offered regularly through the Government Training Agency but may also be available through a regional presenter. Certification at this level includes successful completion of all prior level work and the course(s) below:
IDI Level 3 – Advanced Instructor Level Overview
This is the Advanced Level of the IDI Program. These courses are only offered through the Government Training Agency. Certification at this level includes successful completion of all prior level work and the course(s) below:

*SPECIAL NOTE: LMC may be taken by any instructor, at any point in the process, including prior to Level I or Level II
IDI Level 4 – Master Instructor Level Overview
The Master Instructor Certification Course (MICC) is a 9-month program, focused on the design, development and delivery of a public safety course. Instructors interested in MICC must successfully complete all Level 1, 2, and 3 requirements, then submit an application, inclusive of a course project.
Certification at the Master Level includes successful completion of all prior level work, and:
- Successful completion of the Master Instructor Certification Course (MICC) workshops
- Approval of MICC project deliverables (TNA, ISD and TTP for course project)
- Implementation of course project to target audience in California
